The negotiations during 1991

  


On September 21, 1991 Russian President Boris Yeltsin and Kazakh President Nursultan Nazarbayev arrived in Baku at the initiative to mediate for settlement of the Armenian-Azerbaijani conflict. Presidents went to Nagorno-Karabakh (Khankendi) after meetings in Baku and then went to Yerevan to discuss arrangement of Azerbaijani-Armenian talks in Zheleznovodsk (Russia).
Two days after Baku visit, on September 23, 1991 a meeting held between the Armenian and Azerbaijani leaders L. Ter-Petrosyan and A.Mutallibov in the city of Zheleznovodsk with mediation of the Russian President B.Yeltsin and the President of Kazakhstan N.Nazarbayev. The representatives of Armenian and Azerbaijani communities of Nagorno-Karabakh also participated at the meeting. As a result of the meeting a declaration on the peaceful settlement of the conflict was signed. However, the Armenian side does not comply with this agreement, just a few days after the meeting in Zheleznovodsk had launched new attacks against Azerbaijani population of Nagorno-Karabakh. On 4 October the same year, the Armenian armed forces launched attacks on Azerbaijani settlements on the Khojavend (former Martuni) region of Nagorno-Karabakh Autonomous Oblast and Hadrut region. In this case, it was a violation of the agreement achieved between leadership of Armenia and Azerbaijan in Zheleznovodsk two weeks ago. At a result of armed attacks lasting two months an ethnic cleansing on over 30 Azerbaijani settlements had been carried out.
