The Community and its member States are seriously concerned about the latest degradation of the

relations between the Republic of Armenia and the Republic of Azerbaijan on the Nagorno-Karabakh

conflict. The Community and its member States regret the enlargement of the combat zone to Kelbajar

and the Fizuli area. The Armenian government is strongly urged to use its influence on the Nagorno-

Karabakh forces for an immediate withdrawal from the Azeri territory and to stop the fighting in the area.

All parties are requested not to withdraw from the ongoing negotiations in the Minsk group of the CSCE

due to the recent events.
