EU document, Nov 9, 1993European Union. Statement on Nagorno-Karabakh Brussels, 9 November 1993 The European Union condemns the breach of the ceasefire agreement reached on 24 October 1993 in the region of Nagorno-Karabakh and calls upon all forces to withdraw from the recently occupied territories. The European Union reiterates the importance it attaches to the territorial integrity and sovereignty of the Republic of Azerbaijan, in accordance with the principles of the CSCE. The European Union is particularly concerned at the fate of tens of thousands of civilians who are fleeing the fighting. Receiving and protecting these refugees must be a priority for the international community. Moreover, the presence of these refugees increases the risk of the conflict becoming an international one and threatens the stability of the whole region. The European Union will continue its humanitarian aid to the affected population and would call upon all States in the region to facilitate the convoying of the aid. The European Union reaffirms its total support for the efforts undertaken by the CSCE Minsk Group in order to find a lasting political solution to the conflict in Nargorno-Karabakh. It prevails upon the parties to the conflict to restore the ceasefire broken on 24 October 1993. Bulletin EU 01-1994 (FR): 1 3. 7 Foreign policy and social security (7 / 20) Azerbaijan 1. 3. 7. Communiqué disseminated in Brussels on behalf of the Presidency of the European Union on January 17 in Athens on the situation in Azerbaijan: "From the middle of December, the European Union expresses a sense of deep concern in connection with the resuming the large-scale battles in Nagorno-Karabakh region. The European Union invites parties to demonstrate restraint and not to punish the people again, that has already need suffered as a result of the war. The European Union has once again supported the principle of Azerbaijan's territorial integrity and invited parties to peaceful settlement of the conflict. Taking into account the threat to the international nature of the problem, the European Union urges the parties to stop battles and comply with the relevant resolutions of the UN Security Council. Communiqué disseminated in cities Bon and Brussels on 5 August on Nagorno-Karabakh on behalf of the Presidency of the European Union: "The European Union declares writing confirmation of cease-fire on July 27, 1994, by Ministers of Defense of Armenia and Azerbaijan and by the armed forces of Nagorno-Karabakh, which was in force since May 12, 1994 as praiseworthy. This step taken by the participants of the conflict will serve in the future political settlement of the issue on the basis of mutual agreement. Thus, the European Union urges the parties to cooperate closely with the OSCE Minsk Group and to fulfill taken obligations in order to achieve a sustainable political settlement. Taking the chance European Union declares that it supports fully the efforts of the Minsk Group. Confirmation of the cease-fire is not just the first stage, but also means an important effort in the direction of negotiations to achieve a sustainable political settlement. The European Union welcomes the intention of the parties on acceleration the negotiations in August, for the conclusion of the agreement for sending observers from CSCE to the region. Thus, the European Union calls parties to the conflict support the 1st stage of implementation of CSCE observation mission at the maximum. This communiqué expresses the position of four states. Communiqué disseminated in cities Bon and Brussels on 15 September on Nagorno-Karabakh on behalf of the Presidency of the European Union: "The European Union welcomes with great pleasure the statements made by the heads of Armenia, Azerbaijan and Nagorno-Karabakh during recent visit of Chairman of the CSCE Minsk Group, Ambassador Eliasson to the region. In those statements the parties emphasized their intention to observe cease-fire unless reaching an agreement on the settlement of the conflict. In addition, the European Union welcomes official statements issued by the governments of Armenia and Azerbaijan, as well as the leadership of Stepanakert in connection with the issue. The European Union believes that this step is of great importance on the way for the strengthening of the cease-fire and political settlement of the issue. The European Union expresses his gratitude for the efforts of the CSCE Minsk Group resulting in the statements made and supports an important activity for the sake of the establishment of peace in Nagorno-Karabakh region. The European Union sincerely hopes for soon calling of the Minsk Conference. Finally, the European Union hopes that the parties will demonstrate restraint their statements intended for community. In addition, the European Union recommends the continuation of contacts between the parties for creating favorable conditions from the psychological point of view and favorable to the process of negotiations.
