Keeping of Nagorno-Karabakh within its boundaries as historical Azerbaijani lands and continuation historical links with other Azerbaijani lands and from other side the special care shown to Nagorno-Karabagh Autonomous Oblast had created exclusive conditions for socio-political and economic development of the oblast. However, at the end of 1980 the Armenians of Nagorno-Karabakh intended to separate the region from Azerbaijan began to deny the facts.

How Nagorno-Karabakh Autonomous Region within Azerbaijan achieved a high growth was reflected in statistical reports published Department of Statistics of region in Stepanakert. One of the statistical reports noted about situation in cultural, economic, health, etc. areas for the last 40 years passed since the creation of the autonomous province (1923-1963): till the revolution (1917-October revolution) Nagorno-Karabakh did not have specialized secondary education institutions, public libraries, theaters. Only three special cultural and educational institutions and private cinema were available in the city of Shusha. At present there are five private secondary educational institutions in Nagorno-Karabakh Autonomous Province with thousand of students studying there. 164 libraries with more than 930 thousand copies of book fund have been operating there. Out of public libraries 150 are in rural areas, their book fund reaches 630 thousand copies. Armenian State Dramatic Theatre named after M. Gorky, the State song and dance ensemble function in the city of Stepanakert. There are 176 clubs in region. Nagorno-Karabakh region has scientific institutions, too. From the first day of the establishment of Nagorno-Karabakh Autonomous Oblast "Sovetakan Karabakh" newspaper in Armenians is published.
It is shown that at the beginning of 1963 there are 1.4 thousand tractors, 224 combines, 670 trucks and thousands of other modern agricultural machines in agriculture sector of Nagorno-Karabakh. A lot of works were done in the direction of realization of incrusting of industrial potential of Nagorno-Karabakh Autonomous Oblast during these 40 years. In comparison with 1940 in 1962 all the industry's gross product was increased for 341%, electric power for 945%. Since mid of 1960 the region's socio-economic life developed dynamically
The comparison of the indicators of economic and social development of Azerbaijan Soviet Socialist Republic, including its Nakhichevan Autonomous Republic and Nagorno-Karabakh Autonomous Oblast during 1965-1987 shows very clearly a high rate of progress in autonomous province of the same period. If the number of people employed in the industry across the country in 1987 was for every 10 thousand people 686 people, 387 in the case of the Nakhchivan Autonomous Republic, but in Nagorno-Karabakh Autonomous Province it was 657. The total agricultural output per capita, respectively reached 588, 501 and 692.
As far indicators of social development concerned the figures were very high not only for the Azerbaijan Soviet Socialist Republic, even of the Armenian SSR and the USSR as a whole. Regarding provision of hospital beds per 10 thousand people, if it was 86.2 in the Armenian SSR, 97.7 in Azerbaijan SSR but 101.7 in the case of Nagorno-Karabakh Autonomous Province. Even as a result of special efforts of the Armenians the successes achieved in the field of social and economic development in the oblast provided in the preamble of the decision of the Central Committee of Communist Party of the Soviet Union and USSR Council of Ministers adopted regarding of the socio-economic development of the Nagorno-Karabakh Autonomous Province, dated March 24, 1988, these achievements were mentioned.
