The negotiations during 2007

  



On November 29, 2007, Foreign Minister of Armenia and Azerbaijan Elmar Mammadyarov and Vardan Oskanian had met in Madrid, the capital of Spain with the OSCE Minsk Group co-chairs. Within the framework of the meeting of the Council of Foreign Ministers of OSCE member-states besides E. Mammadyarov, V.Oskanian and co-chairs the Minister of Foreign Affairs of Russia and France and U.S. Deputy Secretary of State for Political Affairs also took part.
During the meeting the Minsk Group co-chairs had presented to Mammadyarov and Oskanian the draft of compromises of the basic principles for the settlement of Karabakh conflict. Following the meeting the OSCE Minsk Group has issued a statement. The statement said that in the last three years of negotiations aimed at the peaceful settlement of Nagorno-Karabakh conflict contradictions between the positions of the parties has decreased significantly and agreeing of few matters remained only. Since then, the basic principles of the proposals on the settlement of the conflict were named as "Madrid principles" and the negotiations have been conducted on the basis of these proposals.
